Garma said some offenders need strict monitoring, but not all.The people who have registered with the list are probably not the ones people should worry about, she said. "Not every sex offender is a pedophile or will commit every sex offense letter in the book," Garma said.Lee County Sheriff Mike Scott said there are different levels of offense.Some offenders are young men who had consensual letter sex with a slightly underage girl, he said. "People hear the term 'sex offender' and what they think is child molester," he said. "But some have done things that may not be such letter a danger to children."Cape Coral City Councilman Tim Day, who led that city to pass an ordinance requiring notification to sex offenders' neighbors, said he is considering ordinances to regulate residential locations.
