| I am in favor of thoughtful response and not knee-jerk response. Placing a mandatory 20 years for a first offense wouldn't prevent a crime (as you note) but it might create an incentive for a molester to eliminate the only witness to his/her crime. If the molestor has nothing to lose, then there is no disincentive to escalating the crime.
