Fowler's stepmother, Sandra Fowler, is a school board member. The Fowlers declined to comment on the case. In a series of documents presented in Superior Court in Rockville, Andrew Fowler's alleged sexual encounters are woman and dog sex described as unromantic and short-lived. A car accident in woman and dog sex which Fowler was involved also became part of the case when troopers noted that Fowler's white convertible was littered with clothes and unopened packages of condoms. "It appears," the affidavits conclude, "that Andrew Fowler had engaged in a specific pattern of conduct woman and dog sex orchestrated toward his engaging in sexual activity, including sexual intercourse, with females under the age of 16 years." In addition to the six counts of second-degree sexual assault, Fowler also has been charged with six counts of risk of injury to a minor and one count of tampering with a witness, a girl whom he is alleged to have pressured to change her story. Each of the second-degree sexual assault charges carries a prison sentence of as much as 10 years.
